Using information from www.moe.gov.sg/faqs-covid-19-infection, I made a chatbot on DialogFlow which could include self-designed Welcome or Fallback 'Intents' and there's even a 'Beta' Knowledge feature. The Knowledge feature would allow the bot to crawl FAQ pages on websites or it even has an 'Extractive Question Answering' ability which could crawl uploaded pdf documents. As it is still in the Beta stage, the Knowledge Bases' answers are still not perfect so I used the version which required the questions and answers to be extracted from a '.csv' file with 2 columns.
